Junction Box Accessibility

I'm doing a job where, due to equipment installations, they want to make part of the pull box cover fixed while the rest of it (~80% of the size of the box) is still removable. My first instinct is to say it's not allowed but as far as I can see, 314.29 only states that boxes shall be installed so that the wiring contained in them can be rendered accessible. The wiring is still accessible via the part of the box that is removable IMO, its just the box/cover itself that isn't.

Opinions? Other code areas I'm missing?

Also I infer that the cover will be cut and the cover must be grounded. It needs to meet the requirements of 250.110.

If the removable part of the cover is large enough to cover a box that is sized per 314.28, I would accept it. If the removal part of the cover is smaller than that, I would not accept it.
