240v 3-wire installations on new 4 conductor outlets

New 10-3w/g NM installed to a plastic outlet box supplies a 4500w 240v water heater. New 4 conductor run to a/c (C.U. , A.H. , or window units) equipment. Can you install 3-wire (receptacles, or whips) on new 4 conductor feeds?
 
Yes you can but, the equipment would need to be straight 240 volt equipment like the water heater most likely is. If the equipment is 120/240 rated you will need four wire devices.

A note to the water heater, there is some thought that water heaters can not be plug and cord connected unless listed for it.

For some reason I recall that UL does not list any WHs(storage type) over 5 gallons for cord connection.

The equipment you mentioned never has a need for a neutral conductor so the white wire in the cable really has no usefulness, unless you did come up with an appliance that does need a neutral - then a 4 wire receptacle, whip, etc is required (assuming a flexible cord is acceptable in the first place)

Only exception I recall seeing is a gas water with 120 volt ignition controls, but never an electric water heater over 1500 watts /120 volts, and probably only 5 gallons max.
