Working Clearance 8 kv

I have an engineer advising that the NEC requires a minimum clearance of 30" from the sides and back of a motor starter rated 8 kv. There are no serviceable parts accessible from the sides or back, in fact the back covers are not even designed to be removed.
Does anyone know of any such requirement ?

I could not locate one but I rarely inspect HV so I don't look at those Code sections often.

All of our 5KV medium voltage starter line-ups are installed up against a wall or back to back. I wonder where the engineer came up with that "requirement".
