I cant find a definitive answer in the code.  I know there has to be a disconnect when hooking up this heater, if it is not in view of the service panel.  Heater runs on 240V, It has 3 40a DP breakers.  I have seen in the past, people using high amp plug/outlets as a substitute for hammer-style disconnects or pull-fuse style disconnects...does NEC permit this?   Ive seen twist locks as well as the grey appliance 4 wire plugs, running to 3 separate outlets lined up in a row.  I cant seem to find if this is actually allowed or not.  It offers means of disconnecting the unit just like a disconnect would, just not as easy.
