is it permissible to install 2 indoor fan units ( 6.2 fla and 8.2 fla ) on 1 single branch 120 volt 20 amp residential circuit and is it allowed to have a cords as its disconnect.

I would say yes to the first question.

A cord and plug disconnect is allowed for motors single phase < 1 HP.

Whether 400.7(A) would allow this to be run in cord is something else.

The use of a cord & plug to connect the air handlers has been discussed here a few times. One of those is here:

My memory from the various posts is that most folks consider it a violation of 404.8 unless the unit is listed to be cord and plug connected.

As far as the two motors on one circuit, you may find a problem in the unit requirements per the nameplate. Either or both may be listed with a MAX OCP of 15 amps, so check your nameplate,
