My question is ...does the NEC require a height min. for outdoor rooftop unit disconnects?

The NEC is silent on that. Of course I curse contractors who have installed main panel less than 2' off the ground with a hinged up cover.

As Dennis said, no minimum height. Make your installation such that the next guy (maybe you)
