Two family service upgrade

I'm doing a service upgrade on a two family with two 60A panels. They want to add circuits (pool, kitchen remodel ) but panels are maxed. I was going to

give them each 100 A panels. Load calcs are below that due to gas appliances and heat in the units. If I drop a 200 A service into a 2 gang meter, do I need

to install 200 A panels or just go by my calcs?

I would go with the 2-100 amp panels. You said that the 60 amp panels were maxed out. Not that it's required, but do the 100 amp panels leave any room for expansion after you add the new loads?

Thanks for the quick reply and yes. The two 60A only held 12 total circuits each. My 100 A are going to be 20 circuits each. A couple will be existing

Kitchen circuits not requiring a new breaker space.
