Is it a violation to notch out a opening in a 2" weather head pipe and run SER through it and along the outside of the house to relocate the meter and sevices panel? I have a picture but I don't know how to download it.

Not really sure what you mean by "notching" an opening in the pipe... but the SE cable routed on the exterior is not a violation as long as it isn't subject to physical damage.

Are you asking about running the service and feeder conductors in the same pipe?
