NM cables in rigid PVC conduit

Can you run Romex cabling thru a PVC (1") conduit (like a sleeve-approx 6' length) if it provides a pathway from an unfinished basement ceiling to a newly poured ground level slab? Trying to avoid having to put an accessible splice box in the ceiling of new area.

The problem I see is "ground level slab"...; NM can not be installed in a conduit in a ground level slab as that is consideerd a wet location.

The concrete slab is considered a wet location or only when the slab is in contact with the earth?
