There's a large junction box, 4'x4', with (4) sets of 500kcmil conductors.
If a splice is made to "split" the feeder into (4)+(4) 500kcmil conductors, which article(s) apply & is there a length restriction?

240.21(B)

Maximum length depends on conditions.

Outside feeder taps have no length restrictions.

I don't think this is actually a tap.

It depends on whether or not the supply 'sets' are connected in parallel, and whether or not the overcurrent protection level is higher than the ampacity of the outgoing conductors. OP did not mention what those conditions are.
