Got this from an inspection on a service upgrade today;
250.94 E3609.3 An intersystem bonding termination for other systems shall be provided external to service and feeder disconnecting means for building and shall have capacity for at least three bonding conductors

We install them on the GEC that connects to the ground rod. Unfortunately, for some reason, the utilities will not connect to it. They were told to use their split bolts and not use the intersystem clamp.

What is the confusion? What you stated explains the requirement pretty well. Don't know what code you have to comply with but this was in the 2008 NEC. Did you read 250.94? It gives even more details.

In layman's terms it means you have to provide a ground bar readily accessible for other utilities, such as phone and cable, to use to bond their systems to ours.
