Question on panel location

My question is on my current job which is a tenant build out in a existing strip mall there are demising walls with 1 sheet of 1/2" drywall on each side can you install a breaker panel flush in this wall. I was in the process of installing it today and it struck me what the wall was and can't remember ever installing one in a rated wall.

How about if you wrap the back side of the panel with fire padding, and fire caulk where sheetrock meets the panel. I have done that in the past but on a single family residential and it was OK with the AHJ.

First thing I would do is have someone with the authority to determine the wall rating.

A lot of the strip walls around here do not have true fire walls between each suite, only every third or fourth one. Some are just smoke walls and have no actual fire rating.
