Should the 24" be changed to 12"?

(1) Wall Countertop Spaces. A receptacle outlet shall be
installed at each wall countertop space that is 300 mm
(12 in.) or wider.

In my opinion, no. The 24" is a maximum distance from the Range or sink. The reason it is at 24" is that most kitchen appliances have a 24" cord attached. If the countertop was 12" wide, it would still require a receptacle. If it was 11" it would not.
 
I think the wording in 210.52(C)(1) should be changed to:

(1) Wall Countertop Spaces. A receptacle outlet shall be
installed at each wall countertop space that is 300 mm
(12 in.) or deeper.

I agree.
 
The code is 12" wide. If a counter is 12" wide then you need a receptacle -- 24" is the max. If the space behind the sink, ramge , or whatever is less than 12" deep than it does not count as counter space.
 
I think their reasoning behind it is X =< 12" and X=<18" is the space is too small to reasonably put an appliance, hence the exemption. A space greater than that could possibly be used, so it would be counted as countertop.
