Garage Grounding

:?We are rewiring a detached garage, The garage has an over head feed without any ground, We have always installed a ground rod to provide a ground to the garage. We have a new inspector that will not allow it and is accepting GFCI protection in the garage. Is there any code that does or does not allow for grounding a existing detached garage with a ground rod?

If you didn't touch the existing feeder, I don't see the issue, just keep the neutral and ground bonded at the garage in the disconnect.

The ground rod is required, if no other electrodes are present. 250.32(A).

The existing feeder can continue to serve the garage without an EGC, provided the neutral is bonded to the EGCs of the branch circuits of the garage. 250.32(B)(1), exception.
