The power factor of SMPS power plant

I would like to hear more of your valuable comments just like those of other members here to execute the easiest one.

I've told you what I would do.
Record current and voltage simultaneously.
Do it a few times under different loading conditions.
Interpret the results.
Then decide what to do.

This was already done as mentioned in post#9.

I want to use a fixed capacitor for the time being, anticipating minimum risk of over voltage due to any leading power factor. I want to convert it to automatic power factor correction later.

I still do not know the mechanics behind why the power factor of the power factor corrected SMPS power plant becomes low at low load on it.
