I am installing a 100 amp subpanel outside for pool equipment. Is a ground rod required at subpanel location ? Feeding subpanel with pvc conduit with 4x #4 THHN with insulated ground.

The code requires a grounding electrode system to be installed for feeders running to separate building or structures.

I can't tell if you have a separate building or structure.

I think that a pool would qualify as a "structure", but where is the subpanel?

If you really going to protect the feeder with a 100 amp overcurrent device you will need to increase your conductors to #3 or #2 depending on the equipment terminal ratings. #4 is not rated for 100 amps.
