We are roughing in for a new house that is three stories and is going to have concrete floors throughout. One of my employees is of the opinion that all receptacles need to be GFCI protected when you have a concrete floor. I
do not see anything in the code saying so (I see garages and out buildings with floors below grade). What say you?

The floor has little to do with the requirement. The NEC uses locations for requiring GFCI protection. Ever see GFCI's for all of the receptacles in an office building with concrete floors?

We have an inspector around here that expects GFCIs for any receptacle located on concrete including those inside a store without carpet or tile.

I'm pretty sure that he doesn't get it on your jobs. ;)

When they are in the floor some inspectors I'm sure feel that the floor at some time is going to get mopped or have a carpet cleaner used on it. Just a guess of course.
