Unspliced equipment ground for wet niche fixture.

Am trying to figure the best way to maintain an unspliced EGC from the panel to the wet niche j box. Would there be any violation in running the EGC continuous thru the switch enclosure to the j box then running another EGC from the panel to the switch enclosure and also onto the terminal of the switch itself? Last one I did awhile back I stripped the insulation off the wire and looped it around the bonding screw and then onto the switch grounding screw.\ and carried it thru. The AHJ let it go, but complained that the integrity of the insulated conductor was compromised by having the 5" or so of un insulated wire that could deteriorate if the enclosure got moisture in it.
 
"permitted to terminate" How would you interpret that? Could it be broken, pigtailed, and then maybe spliced with a PT70 or similiar style crimp? Wirenuts? I'm sure I'm making more out of it than needs be. Thanks Much.

I would not think this section would be necessary if it meant the wire had to be unbroken.
