Another electrician was attempting to change some settings , digital type built into a GE breaker. Can he do this without a energized permit [70e] at his company. CB was in a mcc and he dressed in ppe.

was he exposed to any extra hazard because of what he was doing?

IMO, if you are not exposed to some additional hazard why would you need an energized work permit?

If he had to open it up and get inside, then he might well be exposed to additional hazards, however his company may have some kind of generic energized work permit structure that covers this type of setup and adjustment.
