I don't see the difference between this and a "Bull Dozer" electric livestock fence. Hurts like hell (I can attest to that) but it's not fatal, unless maybe someone is running through with an open chest cavity and the wires hit their heart directly. Otherwise, this is, despite all the talk of "10,000 volts!" just a capacitor discharge DC voltage. Short duration pulses, high voltage but almost no energy. Travels on the skin surface and fires off all of your pain sensors at once, but it's not going to stop your heart or anything.
