Changing existing light fixture in Florida is a license required

Was asked that if someone changes existing light fixture with the same type new one would a Electrical license be required ? This is a business owner that barters with some of his customers so no money would be exchanging hands . This is just some minor maintenance work he has done . I told him he shouldn't need a permit for maintenance type work ( Changing light bulbs ) but I'm not sure about the license if they are changing out a light fixture ...
