The "devil is in the details".
Would the fraternity meet the definition of a "dwelling unit". If so, TR is required as of the 2008 Code.
Secondly, is the jurisdiction under 2011 Code. If so, "guest rooms" has been added to the requirement and you can check that definition in Art 100.

If it is anything like the frat houses I have been in, I would think TR is likely required throughout.

They had better be the metal ones* as the drunken frat boys here would prob. destroy the plastic ones in a heartbeat. Years ago when Playboy mag rated the local university as the # 1 party school they rioted & set bonfires in the street & overturned a vehicle belonging to one of the TV stations.... They still like to party but others have taken the #1 honor. :D

* Maybe cast iron needs to be a option????

I would guess that inspections might be difficult if they are under double secret probation. Would definitely warrant a road trip to find out. I hope Nedermeyer is not the Chief Electrical Inspector.
