Chris I understand that but there are inconsistencies. The kitchen could have the same issues but they are not required there--- YET.
There are absolutely inconsistencies in the GFCI rules.

The not readily accessible was my wording not the CMP's. I was just pointing out that the CMP is expanding GFCI rules to include many receptacles that are not easy to reach.

And this exception does not apply if within 6' of a sink correct?

I would say required, but one could argue that if it were in an unfinished basement and within 6 ft of a sink-not required.
