Yes quite often on the industrial side of the fence or on fabbed racks.I can't attest to commercial installations.

Toggle bolts or tapcons work just fine to mount the panel to a block wall.

Unless there is reason to add strut behind the panel, it is unnecessary.

Thanks, good to know. I also ask because I was on a job where all( about 20 panels in different areas) the branch panels were attached to the block walls using strut. Curious why they did not go the toggle bolt route......must have been a reason.

You can mount panels to walls, block or plywood, if required.
From an estimating standpoint, it never hurts to throw in a couple pieces of strut and hardware.
Sometimes the foreman in the field my choose to use strut vs wall mounting.
Depending on the job and schedule, the foreman may decide to pre-fab racks and mount
the panels before the walls go up. Seen that done many times
