It is underground service.

Why not get a 3R panel and connect to the socket with an LB?

It is a unique installation with somewhat of a limited space. I have the new panel up with an LB on the service conduit but the inspector is not cooperating, even though the POCO guys are fine with a LB.

But I may have to do what you have suggested.
