Open-type switchboards

240.30A(2) of the 2011 NEC talks about open-type switchboards. What are open-type switchboards? Are they the ones that allow access to the breaker handles without having to actually open a door on the equipment?

I beleive that they're referring to something like this. The back is typically open with exposed bus.
