What isn the minimum distance from the service head to the point of attachment?
I don't recall every seeing a minimum distance in the NEC. In fact , I don't think there is a maximum distance either. The point of attachment is mounted to the service mast when a mast is installed so it is generally directly under the head.

Do you know where this is in the NEC? By point of attachment do they mean where the Sevice wire are spliced from the power co. to the sevice panel conductors? Thanks,

If what you mean is where the drop from the pole attaches to the service conduit, then i believe it is a POCO requirement for the minimum or maximum distance.

Point of attachment is the actual point where the service drop conductors attach to the building/pole, etc
That is correct Dennis. In addition the service head in 99.99999 % of the time is to be located above the point of attachment (230.54(C) unless you get special dispensation from the AHJ and/or the POCO.

Why would it be different for conduit? The issue is water traving down the space between the strands under the conductor insulation. This is a problem for both cable and conduit installations any time the splice to the service drop is made above the service head.

IMO his referenced code section {230.54(C)} does not address conduit, only SE cable.
