Laundry Receptacle 210-52(f) Question

We have a typical residential apartment with a laundry room which is sized to barely house the combination washer/dryer. Each washer/dryer unit requires a single point of power connection where the receptacle is a NEMA 14-30 configuration. Will this room (closet) require an additional 120V, 20A laundry room receptacle per 210-52(F) :?? The NEC used for this design is the 1999 edition. The building is a hi-rise apartment building.

the 20 amp circuit is still required we just install next to the dryer outlet you neve know when they may use it I have seen stack units that each have its own cord .
