Generator Disconnecting Means and Readilly Accessable

If a large commercial generator is installed which within the enclosure are the Overcurrent Protective devices; is a seperate disconnecting means required to meet the readilly accessable service disconnecting means of 702.12 NEC? Or does a service rated disconnecting means at the exterior of the building or were the conductors enter the building, need to be installed?
I believe the disconnecting means is required to meet the readilly accessable rule for seperatley derived systems and services. Any comments

Look at 225.31 and 225.32

(6) Outdoor Generator Sets. Where an outdoor housed generator set is equipped with a readily accessible disconnecting means located within sight of the building or structure supplied, an additional disconnecting means shall not be required where ungrounded conductors serve or pass through the building or structure. The disconnecting means shall meet the requirements of 225.36.
Exception: For installations under single management, where conditions of maintenance and supervision ensure that only qualified persons will monitor and service the installation and where documented safe switching procedures are established and maintained for disconnection, the generator set disconnecting means shall not be required to be located within sight of the building or structure served.
 
Note 702.12 requires "readily accessible" and "meet 225.36".
It's been discussed here before, I believe with no firm conclusion, the particulars of "readily accessible". If the disconnect is behind
a locked cabinet or one needing a tool to open, is it "readily accessible"... perhaps a call for your AHJ.
Likewise, is the generator disconnect "suitable for service" as noted in 225.36. Unfortunately also somewhat argumentative. Is a circuit breaker "suitable as service disconnect" ? In an enclosure so marked, no question. In a generator with no marking.. possibly a call again.
I didn't answer your question because I have seen it answered differently by various AHJs.

I do a lot of this stuff. All meet the "qualified persons". So, no.
