By reading 700-5(B) I assume we can't feed the emergency circuits; the legally required standby circuits; and (3) the optional standby circuits from same ATS?

We need at least (2) transfer switches? One ATS will serve the emergency circuits and one to serve the legally required standby and the optional standby circuits?

I think you're referring to the wrong NEC section. Look at NEC 700.10(B). That's the section that requires separation of emergency circuits from other systems.
