600volt Transformer on mezzanine

For a Food Processing Facility in a Concrete Tilt Up Warehouse the three phase 600volt switch, 515lb 600volt transformer and 400amp 120/208 panel need to move off the floor so proper cleaning can be done. Above the Electrical Room is an 6' by 8' Mezzanine 10' high where we plan to move the equipment up to. Are there any issues, that may come up if they have an aluminum ladder bolted to the side for access?

The existing House panel under the mezzanine in the Electrical Room has the Transformer bolted to the concrete wall above it raised off the plywood floor with Brackets and non-combustible material underneath. In the past I had seen holes drilled in the floor filled with some type of epoxy squeezed in and bolts dropped in for "Seismic" requirements I was told. Is bolting a 515lb 600volt Transformer to plywood on 2" by 10" floor joist above an Electrical Room have any issues? Do we need to bolt the 515 Transformer to the wall too? Thanks again!!!
 
I am working for the owner/developer and he wants me to advise him... checking out my ideas, but he already knows pretty much. In the end, his consultants say that they need to be attached to wall to be Seismic so to cover ourselves by attaching to wall. We plan to put a sheet of steel underneath and place it on Mezzanine with bracket to the wall.
