if a starter coil is rated for 240 v will it burn the coil up in time if it is 208v

If the power dissipated in the coil is greater at 208 than at 240 then the life of the coil insulation will be shortened but coils can take a lot of abuse.
You may need a scope and shunt to confirm this.
If you have an IR meter or thermistor or thermocouple you may be able to see a temp. rise in one case over the other.

I would replace the coil with the right one and not worry about it.....
