Infinite Voltage from Neutral to Ground

I am reading 0L ( infinite ? ) voltage between neutral and ground terminals. However I read normal voltage phase-ground and phase to neutral. I checked with the ohmmeter and I see resistance ( 0.2 ohms ) between neutral and the ground. My multimeter is Fluke E87 I couldn't figure out why I would see infinite voltage, I would expect to see some milivolts with that 0.2 resistance.

Any help will be appreciated.

Neutral/ground connection is intermittent and so the voltage changes with time?

100' of #14 copper neutral at 1A should give you ~26 mV.
