The panel will need a main disconnect if there are more than 6 disconnects. If you use a main breaker make sure that the panel is one which will accept a bolt down for the breaker as it is needed for back fed breakers 408.36(D)

BTW you also need 4 wires and you need grounding electrodes. The neutral and ground get separated at the panel and the electrodes (usually rods) get connected to the isolated EGC
