Arc Flash for Multiple Sources of Power in Single Control Cabinet

An existing 25 year old PLC has failed that controls 20 motor starters and valves. The task is to replace the PLC with new processor and I/O cards. Each motor starter has it's own Control Power Xfmr 120vac, 100va, and 8A fuse. A total 20 CPT power and 2-3 other 120vac from various panelboards.
Question is concerning 70E arc flash and the multiple power sources from motor starter CPT's. The 23 different 120vac transformers in a single wireway.
Does someone have to suit up to open the control panel doors? I know I have to install a label "Multiple Sources". But what about protection relating to Arc Flash.

I do not think there is any arc flash risk at all from the secondary of a small control xfmr. it is typically a class 1 circuit, AKA limited energy.
