Service Calculation Diversity for Instant Electric Water Heaters?

I have two elementary schools, each of which have natural gas service provided to several HVAC units. The owner has instructed the design team to provide point of use, instantaneous water heaters throughout the school.

Is there some sort of diversity available in the code to apply to the service calculation?

Ya raise a good point but I belive that some case there is no way you can able run the gaz pipe plus the ventation for the Point of use water heaters.

And some situation it may be cheaper to just install the smaller point of use Instat electrique water heaters.
