Can I connect 2-60A fused disconnect switches to 1-200A disconnect switch? The conductors from the 200A to the main breaker will be rated at 200A. The conductors on the load side of the 200A to each 60A fused disconnect will be 60A. Is there any issue with the conductors on the load side of the 200A not being rated for 200A as long as I have fused disconnects?

i think it's all in 240.21

You would have to comply with the 240.21 tap rules.
In most cases a 60 (65) amp conductor on the load side of a 200 amp fuse would be limited to 10 ft.
You also might find the lugs on your 200 amp switch might not be rated for the wires you wish to terminate (number and size)

After reviewing 240.21, I believe what I want to do is per code. My only problem may be connecting the 60A load conductors to the 200A switch as Augie says. Thanks all.
