Maybe if it is a" METER DISCONNECT NOT SERVICE EQUIPMENT" and has no over-current protection .

230.82 and you live in MA. not sure about NEC .. But we are allowed to
Grounding. A meter disconnect shall be grounded in accordance with Part VII and
bonded in accordance with Part V of Article 250. The grounding connections shall be
permitted to be in accordance with 250.142(A)(1).

Isn't SE considered non metalic cable? It is a non metallic cable but not NM or NMC
Correct but when you say NMC normally you would not be referring to se cable. NMC is a type of NM cable as NM-B is also. SE is referred to as service entrance. Nomenclature will cause confusion if not properly used.

Type SE cable can be used in place of type NM cable but NM cable can not always be used in place of SE cable. Each one is covered by a separate section in the NEC.

Most obvious difference is with the type SE cable the bare conductor is wrapped around the other conductors, with NM all conductors may be twisted but the bare conductor is twisted at same rate as other conductors.
