Floor receptacle location.

I have a scenario where there are spindles and a rail that are running along a set of basement steps in a great room area. The area directly adjacent to the stairway(running parallel to) is going to be a hardwood floor walkway 42" wide that runs the length of the house. Along side of the hardwood runner is carpet which is the great room area. The overall length of the rail and spindles is about 13'. Is this an area that would require by code a floor receptacle to be installed in? Seems to me that a specific walk way(hardwood) would not require the outlet as opposed to it being carpeted all the way up to the spindles. Any help appreciated.

Before answering, one (two) more detail...

What's on the other side of the stairway, and non-accessible end?

Is there a wall below the railing?

On the other side of the stairway is a non accessible wall that goes to the basement. Below the top rail there are spindles that are fastened to the floor.

The area along the rail would be counted as wall space 210.52(A)(2)(3)...you can bet the farm that the wife will want to plug a christmas tree or something else in along the rail.
