Commercial energy efficiency, electrical power and lighting systems

hi. for electrical load caclculations for office lighting electrical code requires 3.5 w/sq.ft.
energy efficiency code requires not more than 1 w/sq.ft. for lighting and if actual load comes out more than 1 w/sq.ft, use of manual and automatic light switching to turn extra lights off. use fixtures' quantity and their line current and voltage.

for calculating the feeder and service for offce buildings i still use the code requirement which is 3.5 w/sq.ft. and an additional 1w/sq.ft for general outlets.

so, can i reduce the feeder size by using the energy efficiency code?

any thoughts, ideas, references are appreciated, welcomed and helpful.
 
I believe that feeder and service loads need to be calculated per NEC 220, even though energy codes may not allow those lighting power densities
