Is the wiring going from an portable generator to a manual transfer switch considered service conductors or feeder conductors ? Is NM cable permissable for this installation?

I can invision NM (romex) strung across the ground, in a storm, as not really being code compliant. Given the OP's profile I question the question.I see no reason NM could not be used provided it met all the standard requirements. (What you describe is a fairly common install locally other than it normally terminates in a generator inlet box)
