Can I use my STATE OF FLORIDA EC LICENSE
to sign a set of permitted drawings?
A client of ours Is adding a new 50 amp RTU and some general lighting and receptacles to their existing 3 phase 200 amp 120/208 panel
The job is under $10,000

Don't know about Fl. laws but I would suspect this is something only a licensed engineer could/should do not an EC.

If you read florida statutes for Chapter 489 which dictates the laws/regulations for E.C. you will find that you are allowed to sign off plan / drawing & calculations, I believe for residential it is up to 600 amps and for commercial up to 800 amps systems.. You should also look into the Florida building Codes for this info. Some local jurisdictions may review plans and reject and may request a PE seal from a State registered engineeer/architect.

Is that panel MDP 1 of 1?
Or is it one of many?
I'm a former Florida Building Official and I'd look at the size of the "service" not just one panel being worked on to see if a FL P.E. is req'd.
Anytime you add load you need to run your calcs all the way back to the service.
