Yes you can use EMT in block walls, it is very common in my area and I think most.

We do it all of the time. Usually make up the box with a 2" mud ring and a 30"-36" piece of EMT. This allows the mason to lift the blocks over the EMT. Once he gets near the end of the piece we couple on a new piece.
