Garage included in sqft cost?

Had a general contractor say he does not include the garage in the sqft cost of a residence. Most of our dwellings were high-end homes where the so called garages were typically two story finished spaces. Our estimates were not done by the sqft but we always had a sqft cost that we could use in the initial stages of a future project when in the
talking stages. I asked but was unable to get a free garage built at my house since I figured the general was building them for free. I am curious if others have this same
experience with residential bids when their general is comparing quotes?

I think this is like a free estimate . The cost is buried in the total.

I've never had a GC assume all the trades are going to build the garage for free. Seems off the wall.

I always thought a garage cost more to wire than it seemed like it should, GFCI's, bracket lites, door opener receptacles, door opener control wiring, and fewer receptacles per square foot means longer pulls per drop.
