wiring in Gypsum board panel and section 300.4 NEC 2011

Dears
Contractor wants to install NM sheathed cable in Gypsum board panel (sandwich panel) without using any conduit just like the method illustrated in EXHIBIT 300.2 and 300.3 but here we have metal frame. Contractor will fix the cable on metal supports (horizontal parallel supports connected between studs with interval of 600 mm) by using PVC cable tie. NM cables are to supply 13 amps sockets.
I understand from section 300.4 that the purpose is to provide mechanical protection against physical damage. since there is no intention to use nails in this Gypsum board, so I think the work is comply with 300.4

please correct me if I am wrong

I don't have the pictorial reference, but if I picture it correctly, I feel you are in compliance.

If you maintain the 1.25" spacing away from the framing member you will comply with that section as depicted in Exhibits 300.2 and 300.3. Exhibit 300.4 is for corrugated roofing.
