How/what is the best way to test a house for elevated levels of elctro magnetic fields? (both static and magnetic)


House is near an 115kv HV Utility electrical substation along with 3, 23kv distribution risers (underground to overhead) are present in front of the yard on the sidewalk as well on top of this.

In a nut shell the house is in a questionalbe EMF area. However the exact amount is unknown but a concern to those who want to buy it.

You can get a portable Gauss (magnetic field strength) meter designed for this purpose.
For the electric field strength, a separate type of meter (essentially an antenna and detector) will be used.
A home inspector in areas where this sort of concern comes up a lot will have an idea of what tools are used.
In some areas POCO will send someone out to do an EMI survey for free on request.

I would also want to see some careful measurements of the earth potential from surface electrode (screwdriver in the ground) to surface electrode at multiple spots across the property. This will show up what could be very serious problems resulting from substation earth currents.

Since they can't do anything about it, and there will almost certainly be at least some EMF in the area, their only option is to not buy the place if it bothers them for some reason.
