There is a utility pole with the service conduits stubbed up at the bottom of it. Is it my job as the contractor to extend the conduits up the pole with the weather head etc...?

That issue varies with the utility. In our area it even varies with the type of customer. If it is a residential customer, we would install the conduit to 10' above grade and the utility would finish the conduit and provide and install the conductors. If is is a commercial customer, we would complete the conduit and provide and install the conductors, doing everything except the conductor termination at the pole.

Like Don said - that is usually up to the utility as to what their policy is on such things. Some don't want anything to do with it except make final connections, some don't want anyone on their poles except their representatives. Some provide materials, some don't, some want you to provide material but they will run it up the pole for you.

Most part of Maine, 10' up the pole, contractor pulls cable in the conduit, and leaves material needed for the power company to complete.
