Building building over 13.2 kv line

Is it ok per NEC to build a building over an underground 13.2 kv line? The line is feeding a 1,000 kva transformer. The line is in pvc conduit, down 36" inches. We also have a spare conduit with spare wires for it buried next to it, as well as a 1" conduit with metering wires.

The second question is can a the following transformer be located in a blind courtyard? The building we want to build is going to leave the 1,000 kva oil filled 13.2kv/480v transformer in a blind courtyard. The transformer is far enough away from the buildings and is on a transformer oil containment curbing. The courtyard would be completely surrounded by building with only a passageway door to access it.

We are an industrial site. We own the transformer and the underground line.

The building would have a reinforced concrete floor over the buried line.
