230.7 Other Conductors in Raceway or Cable. Conductors other than service conductors shall not be installed in the same service raceway or service cable.

I hesitate to say "No" to "unfused" in general as there may be some instances where some "unfused" conductors can share a wireway. A review of Art 725, 800 and others might show some instances.
