The best you can use is 110.3(B), but that kind of falls apart with the use of Classified breakers. The 110.3(B) instructions on the panel will tell you that you can only use OEM breakers, but UL has Classified breakers made by other than the OEM that UL tells us can be used in the panel in violation of the instructions provided on the panel.

In reading between the lines the OP may be omitting the rest of the story. Why is he asking the question? Breakers from a different manufacturer are allowed if those breakers are UL classified for use as such.

Then the classified breakers would probably not work unless there is a series rated listing for them.

Ditto as a classified breaker with almost all certainty could not have a series rating. But I don't believe that was the OPs question.
Of a series rating was the issue the panel should be identified as being series rated but the does appear to be the OPs concern.
